It concluded that it could not maintain a credible defence position.
The Ministry of Defence (MoD) said the UK works closely with Nato and is "well equipped to take on a leading role".
The research comes ahead of a meeting of Nato leaders in London next week to mark the 70th anniversary of the alliance.

Impeachment inquiry!! Trump directed Ukraine pressure Sondland
A top US diplomat has told an impeachment inquiry that he followed President Donald Trump's orders to put pressure on คาสิโน Ukraine to investigate his
Democratic rival Joe Biden.
Ambassador Gordon Sondland said the instruction came from Mr Trump's personal lawyer Rudy Giuliani.
The inquiry is assessing if Mr Trump withheld military aid to Ukraine as a precondition. He denies any wrongdoing.
It is illegal in the US to seek foreign help to gain electoral advantage.
Mr Biden is one of top contenders for the Democratic nomination for the 2020 presidential election.
Mr Sondland, the US ambassador to the EU, told the latest hearing in the US House of Representatives that Mr Giuliani had sought a public
statement from Ukraine's leader บาคาร่า Volodymyr Zelensky announcing a probe into "corruption issues".
Mr Giuliani specifically mentioned the company Burisma - which had the son of Democratic presidential candidate Mr Biden, Hunter, as a board
member - and issues surrounding the 2016 US presidential election, he said.
Policeman charged with Aboriginal teenager's murder.
An Australian policeman has been charged with murder over the shooting death of an Aboriginal teenager in a case that has drawn national attention.
Kumanjayi Walker, 19, died after being หวยยี่กี arrested at a house in the Northern Territory (NT) on Saturday.
His death has sparked community anger and protests across the country.
Constable Zachary Rolfe, 28, was arrested on Wednesday, NT Police said. He will plead not guilty to murder, a police union said.
Mr Rolfe was granted bail following a court hearing and has been suspended with pay.
Police said they would also conduct an internal investigation into the shooting in Yuendumu, a remote community 300km (190 miles) north-west of Alice Springs.
The territory government has called for calm amid rising community tensions that have seen crowds converge on the police station in Yuendumu.
NT Chief Minister Michael Gunner said he acknowledged the Yuendemu community - 85% of whom identify as indigenous - was "hurting and grieving".
Mr Walker was shot sometime after two police officers went to arrest him for breaches of his suspended sentence, local media reported. sagame
He died in the police station at Yuendumu. There was no medical care in the town at the time - medical staff from another town arrived after he had died.
NT health officials said the medical clinic in Yuendumu had been unstaffed due to safety concerns about break-ins.
Cyclone Bulbul makes landfall amid India and Bangladesh evacuations.
Almost half a million people in India and Bangladesh are being evacuated as Cyclone Bulbul hits the Bay of Bengal.
The storm made landfall at midnight local time (18:30 GMT) near Sagar Island in Indian West Bengal, and is expected to unleash surges as high as 7ft (2m).
Two people have already been killed by the cyclone, local media report.
Many seaports and airports in the region have also been closed - including the busy Kolkata airport.
Mamata Banerjee, Chief Minister for West Bengal, tweeted before the cyclone made landfall urging people to stay calm.
"Please do not panic," she wrote. "Kindly remain calm and co-operate with the administration in its rescue and relief efforts. Be alert, take care and stay safe.
